Housing is the biggest piece, but property taxes, insurance, commute costs, groceries, and childcare all add up differently depending on where you land. Let me break it down with real numbers so you can compare apples to apples.
Housing Costs: The Biggest Difference
White Rock: A detached home averages $1.4 million to $2.2 million. Townhomes run $800,000 to $1.1 million. Condos start around $450,000 for a 1-bedroom and $550,000 to $700,000 for a 2-bedroom. On a $1.5 million detached home with 20% down, your monthly mortgage is approximately $6,200 at a 4.5% rate over 25 years.
Surrey (Central/North): Detached homes average $1.1 million to $1.5 million in areas like Fleetwood, Guildford, and Newton. Townhomes are $650,000 to $850,000. Condos range from $380,000 to $550,000. That same buyer profile gets a monthly mortgage around $4,500 to $5,800 on a detached home.

Property Taxes: Where It Gets Interesting
Property tax rates vary significantly between municipalities, and this catches a lot of people off guard. White Rock has historically had some of the highest property tax rates in the region because it's a small city with limited commercial tax base. On a $1.5 million home, expect to pay approximately $6,500 to $7,500 per year in White Rock.
Surrey's rates are lower. The same assessed value home pays roughly $4,500 to $5,500 per year. Township of Langley falls in between at approximately $5,000 to $6,000. Over 10 years, the property tax difference between White Rock and Surrey on a similarly valued home could be $15,000 to $20,000. That's real money.
Commute Costs
If you work in Vancouver, your commute costs depend heavily on where you live. From White Rock to downtown Vancouver, you're looking at 60 to 90 minutes each way by car (toll-free via Highway 99) or roughly 75 minutes by a combination of bus and SkyTrain. Gas and wear-and-tear for a daily Vancouver commute from White Rock runs about $400 to $500/month.
From central Surrey (e.g., Guildford or City Centre), you can take the SkyTrain directly to Vancouver in about 45 minutes. A monthly transit pass costs $134.50 (3-zone). That's a massive savings over driving.
From Langley, there's no direct SkyTrain yet (the extension is under construction). You're driving to a SkyTrain station or commuting entirely by car. Budget $450 to $550/month for a car commute to Vancouver from Langley. If you work in Surrey or Langley though, commute costs drop to $200 to $300/month.
Groceries and Daily Living
Grocery costs are fairly consistent across all three areas. You'll find Save-On-Foods, Superstore, and Costco in each community. White Rock has slightly more boutique and specialty food shops (the Saturday farmers' market on Johnston Road is excellent but pricier). If you shop strategically, you'll spend $800 to $1,200/month on groceries for a family of four in any of these areas.
Dining out is where White Rock gets more expensive. Restaurants along Marine Drive and East Beach command higher prices -- expect $30 to $50 per person for dinner. Surrey and Langley have more mid-range dining options in the $15 to $30 range, plus incredible diversity in their restaurant scenes. Surrey in particular has some of the best South Asian, Chinese, and Korean food in all of Metro Vancouver.
Childcare and Recreation
Childcare costs about $1,200 to $1,800/month for full-time daycare across all three areas (after the federal $10/day childcare subsidy for eligible spaces). Wait lists are long everywhere, but Surrey has more licensed daycare facilities simply because of its larger population.
Recreation centres are affordable in all three municipalities. White Rock and South Surrey have the Centennial Arena and multiple community centres. Surrey's extensive recreation system includes the massive Grandview Heights Aquatic Centre and dozens of community centres with $50 to $70/month family fitness memberships. Langley has the Langley Events Centre and several community rec centres with similar pricing.
So Which One Wins?
It depends on what matters most to you. White Rock offers a beach lifestyle, a walkable downtown, and a tight-knit community feel -- but you pay a premium in housing costs and property taxes. It's ideal for people who value lifestyle and don't commute daily to Vancouver.
Surrey offers the best transit access (SkyTrain), the most diverse dining and shopping, lower property taxes, and more affordable housing. It's the pragmatic choice for families who need to balance budget with convenience.
Langley offers the most space for your money, a more suburban/rural feel, and excellent newer housing stock. It's great for families who want a bigger home and yard and don't mind driving. Once the SkyTrain extension reaches Langley, the transit equation changes significantly.
