The Safest Neighbourhoods in Surrey and South Surrey for Families

Every week someone asks me, "Is Surrey safe?" And my answer is always the same: Surrey is a massive city -- it's the second-largest in BC with over 600,000 people. Asking if "Surrey" is safe is like asking if "Toronto" is safe. It depends entirely on which neighbourhood you're in. Some areas of Surrey are among the safest in Metro Vancouver. Others have higher crime rates. I'm going to give you the honest breakdown, neighbourhood by neighbourhood, based on what I see every day as a local REALTOR.
South Surrey: The Gold Standard for Families
South Surrey consistently ranks as one of the safest areas in all of Metro Vancouver. The stretch between 24th Avenue and the US border, from King George Boulevard west to the ocean, is where you'll find some of the quietest, most family-oriented streets in the region. Neighbourhoods like Grandview Heights, Morgan Creek, and Elgin Chantrell have very low crime rates, excellent schools, and well-maintained parks.
Morgan Creek is especially popular with families -- it's a master-planned community with its own golf course, walking trails, and a strong sense of community. Detached homes here range from $1.4 million to $2.5 million. Grandview Heights is a bit more accessible, with newer townhomes starting around $850,000 and detached homes from $1.5 million. The trade-off is that South Surrey is more car-dependent since there's no SkyTrain access yet.
Cloverdale: Small-Town Feel in a Big City
Cloverdale is one of Surrey's best-kept secrets. It has a charming historic downtown along 176th Street with independent shops, cafes, and a real small-town feel. Crime rates in Cloverdale are significantly lower than the Surrey average. The annual Cloverdale Rodeo brings the whole community together, and families love the neighbourhood's walkable streets and access to green space.
Housing is more affordable than South Surrey. You can find detached homes in the $1.1 million to $1.6 million range, and townhomes from $700,000 to $900,000. Clayton Heights, just north of Cloverdale, is a newer development area with lots of young families and brand-new schools. It's one of the fastest-growing areas in Surrey and still feels safe and family-friendly.
Fleetwood: Established and Improving
Fleetwood, centered around the 152nd Street and Fraser Highway area, is a mature neighbourhood that's been steadily improving over the past decade. The SkyTrain extension through Fleetwood has brought new development, better transit, and more investment into the area. The residential streets south of Fraser Highway are quiet and well-established, with many families who have lived there for 20+ years.
Home prices are more accessible here: detached homes from $1.2 million to $1.6 million, condos from $380,000, and townhomes from $650,000. The area around Fleetwood Park and the 160th Street corridor is particularly nice for families, with good walkability to schools and the community centre.
Fraser Heights: Tucked Away and Quiet
Fraser Heights sits in the northeast corner of Surrey, bordered by the Fraser River to the north and Port Mann Bridge area. It's geographically isolated from the rest of Surrey, which actually works in its favour for safety -- there's less through-traffic and the neighbourhood has a secluded, almost suburban-rural feel. Crime rates here are among the lowest in the city.
The downside is the commute. If you work in Vancouver, you're looking at 45 to 60 minutes in traffic. But if you work in Surrey, Langley, or the Tri-Cities, Fraser Heights is an excellent choice. Detached homes range from $1.3 million to $2 million, and the area has good schools including Fraser Heights Secondary.
Areas I'd Approach More Carefully
I want to be honest with you. The areas around Whalley (City Centre), parts of Newton along King George Boulevard, and some sections of Guildford near 104th Avenue have higher property crime rates. This doesn't mean these areas are "bad" -- thousands of families live there happily. But if safety is your top priority, the neighbourhoods I mentioned above are statistically stronger choices.
That said, Whalley/City Centre is undergoing a massive transformation with the new SkyTrain stations, civic plaza, and high-rise development. In 5 to 10 years, it could look completely different. If you're an investor or a buyer with a longer time horizon, there's real opportunity there.
How to Research Safety Yourself
The Surrey RCMP publishes crime maps and statistics online. You can look up specific neighbourhoods and see reported incidents by type -- property crime, violent crime, etc. I also recommend driving through neighbourhoods at different times of day. Visit on a weekday evening and a weekend afternoon. Talk to people at the local parks. Look at how well-maintained the homes and yards are. These on-the-ground observations tell you a lot that statistics can't.
Safest Areas at a Glance
- South Surrey (Morgan Creek, Grandview Heights, Elgin Chantrell) -- lowest crime, highest prices.
- Cloverdale and Clayton Heights -- small-town feel, good schools, more affordable.
- Fleetwood south of Fraser Highway -- established, improving with SkyTrain.
- Fraser Heights -- geographically isolated, very quiet, longer commute.
- Always check Surrey RCMP crime maps and visit neighbourhoods in person before buying.
